About the firm

A deliberately
narrow firm.

PMO Partner is a Canadian professional services firm. It supplies senior project-delivery leadership to small and mid-sized businesses, fractionally or in fixed scopes, and it does nothing else.

A new firm without brand recognition cannot compete on breadth. It can compete by being obviously right for a specific problem.

What we are, and what we are not.

Each of the four below is a different business with different economics. We compete with none of them directly, and saying so makes us easier to refer: a firm described as the one that sorts out stalled system implementations can be recognised as a match. One described as business consulting cannot.

What we do

Canadian SMEs are investing heavily in technology, and a large share of that investment fails to become working operational capability. The software is purchased and the implementation stalls.

We supply the delivery discipline that closes that gap: the governance, planning, coordination, reporting, risk management and adoption support required to convert a technology purchase into something the business actually runs on. We do not sell software, write code, or resell licences.

What we are not

  • A general management consultancy

    We do not advise on strategy, org design or business improvement at large. We govern the delivery of technology projects.

  • An IT services firm

    We do not build, configure, host or support systems. We hold the delivery process around them.

  • A staffing or contract-labour supplier

    An engagement is a defined scope with deliverables and acceptance criteria, not a body placed inside your organisation.

  • A software implementation partner

    We do not resell, implement or take commission on any vendor's product. Our duty runs to the client, which is the point.

Cost proportionality

Senior delivery leadership for the months a project actually needs it, with no employment obligation, no recruitment cost, no idle capacity between projects and no severance exposure. For a business with one significant implementation and no continuous pipeline of project work, that is the difference between having senior delivery leadership and not having it.

Capability transfer

Templates, governance routines, registers and reporting formats are handed over in usable form, and your staff are trained to operate them. You end the engagement more capable than you started, which is a different outcome from ending it merely further along.

Consulting should leave you more capable, not more dependent.

A firm that delivers findings and departs creates dependency and produces no durable improvement. A firm that installs a governance routine your own staff can operate, hands over templates you keep using, and documents decisions you can refer back to produces a measurable capability increase.

The second model generates referrals and repeat engagements. The first generates a single invoice.

Every engagement, regardless of size

  • 01Defined scope, deliverables, milestones and acceptance criteria, agreed in writing before work begins.
  • 02A stakeholder map and an explicit decision-making structure, so it is clear who decides what.
  • 03A project charter, work plan and delivery schedule.
  • 04A RAID log covering risks, assumptions, issues and dependencies, maintained actively rather than created once.
  • 05Regular status reporting at a defined cadence, with a defined escalation path.
  • 06Formal change control for material scope, schedule or budget change.

Proportionate is the operative constraint.

Our clients are businesses of ten to one hundred and fifty people. Governance that consumes more management attention than the project it governs is a failure regardless of how methodologically correct it is. An enterprise framework imposed unmodified on a thirty-person business gets abandoned within a quarter; the same principles, scaled correctly, hold.

What the discipline rests on.

A small firm cannot run a separate quality function. It relies instead on defined standards, a documented method, and review. These are ours.

A documented method

Every engagement runs the same five-stage framework, built to the Project Management Institute standard and scaled to the size of the work. It is written down, which is what makes it repeatable and teachable rather than dependent on one person's habits.

PMP-certified delivery leadership

Client-facing delivery is led to Project Management Professional standard. It is the qualification the practice recruits against, so the bar stays constant as the team grows.

Agile literacy

A substantial share of SME technology implementations are delivered iteratively by vendors working in Scrum. A client-side governance role that does not understand that operating rhythm cannot govern it, so we work inside it.

Insurance and compliance

Professional liability, errors and omissions, and commercial general liability cover are placed before client delivery begins. Bookkeeping is engaged externally and corporate returns are prepared by a qualified Canadian accountant.

Confidentiality by default

Mutual confidentiality terms sit in every engagement document. Access to client material is limited to the people working on the engagement and removed at closeout, and client identities are never used in marketing without written permission.

Professional membership

The practice maintains membership of the Project Management Institute and its Toronto Chapter, for methodology currency and engagement with the Canadian project-management community.

What we do not claim

  • Guaranteed project outcomes. They depend materially on your decisions, your vendor's performance, and factors outside our control.
  • Capabilities outside the scope boundaries set out on the services page.
  • Client names, logos, testimonials or case studies we have not earned the right to publish.
  • A scale we do not have. Nothing on this site implies a headcount or a client list that does not exist.

Overstating any of these would win engagements the firm would then fail to satisfy. Each is easily checked, and the cost of being caught is a lost engagement.

The company

A Canadian corporation with a trading record.

16451454 Canada Inc. is incorporated under the Canada Business Corporations Act and has been trading since October 2024, filing Canadian corporate tax returns. PMO Partner is its operating name.

The firm maintains a dedicated Canadian corporate bank account, corporate records including a minute book and share register, and files corporate income tax returns. It carries professional liability and commercial general liability cover, and engages external bookkeeping and a qualified Canadian accountant rather than preparing its own statutory filings.

Business development concentrates on the Greater Toronto Area, where in-person discovery and kickoff are practical. Delivery itself is not geographically constrained: governance, coordination, reporting, risk management and stakeholder facilitation work well through cloud collaboration and video. Client-site attendance is arranged where the engagement justifies it, with travel quoted separately rather than buried in the fee.
